Add-on Idea for data recording of Cyro campaigns

I am not a developer at all so I'm posing this idea as an "is this possible?"

Can an add-on be made that takes data from a chosen Cyrodiil campaign and saves it to an excel file for it to be examined later? Every hour at the time when the score is taken for each faction record the population and number of points earned. First column: Time EST. Second column: number of population bars 1,2,3,4 (locked). Third column: number of scored points at the hour. A new row for each hour so that the numbers could be graphed and it would clearly show how population numbers fluctuate over time and how that affects the score. The biggest problem I imagine is that at least one person with the addon installed would have to be logged in 24/7 or else there would be holes in the data, but I think if it was a lightweight add on enough people would use it for the sake of science and hopefully there wouldn't be too many holes.

Also people claim that other factions are "night-capping" or otherwise taking advantage of the other faction having low pop at off-hours. It would be easier if zos showed the exact number of people for each faction instead of the bars, and it really only takes 15 organized people to PvD a faction with no one else on, which wouldn't reflect in the population data, but it would reflect in the score data because that faction's points would always go up at 3am or something. I would like to get some hard numbers to see if there is any truth to these claims at all, and while an addon like this wouldn't be able to show faction stacking or which factions are focusing which factions, it will at least show the population numbers and the time, and how the score reflects that.
