Why can't I certify Jewelcrafting?

(All today) I unlocked the skill line on my level 5 Necromancer. The person in Alinor, Summerset is not present to me to certify. I have certified JC on other toons.
Do I need to be higher level than 5?
Do I need to wait a day? (I didn't before)
