Looks like the shady business practices of Bethesda have finally hit ESO , they haven’t learned how detrimental things like this can be to a game.
I saw this coming with Necro being so overpowered as the start of the p2w era.

It's a lot of nerf all at once. Doubling the cooldown already halves its effectiveness but on top of that they want less shielding and less damage...
