The planemeld destroyed and imperial city

I need help wrapping my Head around this conundrum. So we destroy the planemeld, defeat molag bal, and molag kena atop the White gold tower, .... and the Imperial city and sewers still appear to be infested with xifkyn, and dremora of all sorts. Can someone explain to me why this is a thing?

    From a meta-game perspective, all zones are locked in time. You might as well ask why
    Prince Naemon is still alive at the end of Auridon after you've completed Grahtwood and Greenshade in which he's killed and becomes a lich
    or why
    we're still closing dolmens long after we kicked Molag Bal's butt

    When you do zones out of order, there's only rare occasions where ZOS updated character dialogue to reflect that. You don't get different quests or major zone changes.

    Chronologically, the Imperial City quest precedes the White Gold Tower dungeon and the zone is not updated at the end of the dungeon quest.

    Its nuts to see all the content you accomplished and you still have all the setting, and the thought that comes to mind is “hey! Havent i killed you lik a dozen times?” 😂

    Would be ace to get a Chapter that was central cryo and imperial city and isle that was after all these events, a dragon break.

    Hey tharn was supposed to be looking for a way to end the alliance war in Elsywer but never found it before he went kaboom........or did he after and someone we are going to get a dragon break! DUN DUN!!!....freaking hope so.

    Would be cool to have Imperial content and walk around IC without dodging daedra and other players. :)

    Not to mention when you defeat Molag Kena and teleport back down to the Tower base, the Anchor is gone, but once you go back to the Imp City zone, or Cyrodiil, the Anchor is back.

    That's the problem with attaching the story to PvP. The story can be progressed but the zones themselves are visually cemented, they cant move forward in time.

    Also, this looks pretty close to what I remember of the main room in the Palace of Kings (in TESV):
