PCNA login weirdly broken?

@ZOS, I'm in London, UK and when I try to log in to the PCNA with my ISP IP I get 304 account already logged in error. When I VPN to a US IP, I can successfully log in.
Edit: looks like it as an intermittent issue because it now working fine both ways, still even for that looks weird...
