What causes a red spirit to appear above a player and then everyone around them gets feared?

Was playing PvP today and saw some people in my group summoning a red spirit above them to fear people, similar to the vampires in Moongrave Fane and I was curious as to what is doing this? At first I thought it was Aspect Of Terror from nightblade, but after watching some vids of the skill it doesn't look anything like that.
Any idea as to what could be doing this?
