I mean yeah, thats not the story at the moment, but i firmly believe the lore is there to support the game, and not the other way around. You could say something like "the alliances fought fiercly to free the imperial city and have not been able to accomplish their goals. therefore they have abandonded the imperial city for now and focus on cyrodiil".

I think that's a really tough sell considering they MUST win the IC because otherwise the giant daedric contraption right above is going to suck all of Tamriel into Oblivion.
It's more reasonable to make it a PvE zone where all alliances are trying to push the daedra out and save the world.
