Mission board question

Is there a way to cycle through to get the mission board quest you need. I get the idea it won't offer a quest for keeps we have but it boggles me that we can need ALOT of keeps but it insists on only offering one.

I'm not sure if it's on a timer or wants a number of people to have that quest, but yes, you will just pull the same one over and over. Scouting can't be shared but the other ones can.

Some job boards in the game will offer a different one each time you activate it. Some give the same each time.

Usually you don't have to accept the first one offered, just exit out without accepting and try again. If you keep getting the same one, try getting one shared with you. You have to be grouped to share the daily or repeatable quests.

Are there any keep quests unavailable to a specific faction? Like what is considered our own 'home keeps'?

No, anything we don't own it will give the quest for. As an AD player I got the quest to capture Bloodmayne while we were gated the other day. However with the scroll quests, it will not give you the quest for another alliance's scrolls until we have both of our own, even though you can capture another alliance's same type scroll if our own faction only has one scroll.
