yes i think she only turns up once the event begins.

I use the Baelborne Rock Wayshrine and then head towards the bridge into Daggerfall. The Impressario is just to the right of the bridge entrance.

No. The event doesn't start until 10AM Eastern Standard Time (3PM UTC). I was just trying to provide the closest Wayshrine.
