Getting frequent ping spikes in ESO game

I don't know what could be causing these frequent spikes, but I suspect it has something to do with the internet. I get a lot of lag when playing this game at my parents' house, but not as much while at home. I ran ping tests, and the router seems fine, the ISP is fine, etc. The wi-fi connection is stable, and yet I get frequent ping spikes, whether in ESO, when loading web pages, etc. My parents say that they have no problem, so why am I experiencing issues?
