Question about buying new chapter...

I've heard that someone who wasn't at 18/18 cap got a new character slot they didn't have prior after buying it. Is this true? I don't see anywhere it saying we get a free character slot, so this sounds false to me. But, it never hurts to ask. Can anyone tell me if they received a free character slot after buying the new chapter? Also, were you at cap?
