I have a serious question about templars passive defense and off balance. Please, please help

Unfortunately, I cant test on the pts. This sucks as a ps4 player. So I need help. I have a serious question that effects heavyattack lightning builds and 2 h builds. Does cleanse and purge removes effect off balance cooldown. If it does, THIS IS BAD. Templar are going to get crazy free defense. Please test if clease still remove off balance as well as a heavy attack channel. This is unfair to a off balance user if cleanse or purge still works as it used to. The new cooldown system in pvp would be crazy unfair if clease rules still apply and you had to wait for a 15 sec cooldown. Please please help me and test.
