just looking at the new pts changes, is it possible this cost reduction shakes up the meta on Stamplar a little?

You do yes, at least for 100% uptime. Only use case I think is where there are burst windows in a rotation (dots are up and its down to spammables, or you're dropping an ulti etc) and you can line it up.0 -

Yes because when you combo with the ultimate, the cost increase does not mean anything
