If the Mesmer skill they teased allows you to enthrall a common humanoid NPC that'd be cool! Maybe make it so you constantly have to recast it on them to keep them enthralled, and they'd act as a food source and potential combat ally. Would certainly open up some interesting possibilities and cause people to try and "Find the best thrall" in the open world to take for themselves.
I voted no, just because I am not really excited about yet another summon, be it a gargoyle or thrall or whatever.
But in terms of balance, you need to remember that this makes every class "a pet class". Consider that before you vote, because I am sure some people would/wouldn't like that.

Oo, interesting. The only gripe I have is that just like the twilight and the bear, it would get in the way (and I say this as a warden main). If we could fix that issue first, I'd be open to this,
They need to steer away from summons that stay and stick with necro like summons that disappear. Half of the people you see are running around with their mage pet and a non combat pet as it is (or non combat pet and bear).
Now you want to give people a third thing to run around with to block crafting tables, loot chests, and vendors?
Shocking but true - it would make ESO more like the much more popular and successful Skyrim.
So.... players would probably love it and the devs are unlikely to do it. These are the same people who gave us necros without perma pets. Something which is pretty much an industry standard and also a thing in the single player games.
I don't see it happening though, it would give every class a pet option and flood the streets with them. A smaller Gargoyle tank pet would be nice, not the giant hulking ones with their chiseled chests... because they're made of stone.
