[Wrathstone and Skyrim] First DLC Dungeons are rated Level 10, right?

Because Wrathstone dungeons BEGAN the "Season of the Dragon". So if ZOS wants new players to be able to jump right in, surely new players should qualify for the Dungeons that BEGIN the story arc?
Are we going to see the same for Dark Heart of Skyrim? Entry level dungeons in the DLC?

    All DLC dungeons require you to be level 45 before you can queue for them, due to the difficulty of the mechanics. You can travel to them earlier if you desire.

    I get the point you are trying to make, but frankly I was playing back when Level 10 players with ESO+ had a 50% chance of getting a DLC dungeon and that wasn't particularly pleasant for them or the groups they ended up with.

    The Chapter is the main draw for new players. With the new tutorial, ZOS already makes it impossible for new players who come for the Chapter to experience the story in chronological order due to missing the dungeons and the Prologue. So even ironically asking for level 10 DLC dungeons doesn't really solve the issue.

    (The Elsweyr Prologue was terrible from a chronology perspective for new players. Like, they do the tutorial and happily play through Elsweyr, right? Then they later do the Elsweyr Prologue and...release the dragons they've been fighting. What?)
