Is this a bug?

When the Elsweyr provisioning station came out I crafted one and placed it in my Psijic Villa. A guild member asked to come see it, and I wanted to highlight the fact that we can decorate it and still have a working station, so I put a furnishing (meat, cured) on the grill. That made the station stop working, so I took it off.

When the guildie got there, they couldn't use the station even though I could interact with it just fine. Eventually they suggested I take the meat off the grill. The meat that was taken off a few minutes before they arrived at the house. I retrieved the meat to my inventory and they could use the station.

When this happened I thought that maybe I had used the undo function of EHT and because the guildie didn't have it, they were seeing what was there before. I made a mental note to avoid using undo from EHT and moved on.

This last weekend I had 3 people in the Villa and I was going to explain some basics about doing group dungeons, so I brought a dummy that was placed further away to the entrance so the visitors wouldn't need to wander.

I never used EHT to position or move the dummy. Out of the 4 people in the house, one could not see or interact with the dummy. When I was told that, I placed the dummy back in its original position using the in game housing editor hoping it would reset whatever was preventing the person from seeing it.
I can't say if it did or not, because as I was moving the dummy, they ported out and back in, and could then see and interact with the dummy just fine.

Has anyone else experienced something like this?

I don't use EHT and the only problems I have with interactive furnishings is when they overlap with other objects. Putting things like meat on a provisioning station will make it so you can't interact with it. I've had a situation where a stool was moved slightly during a patch upgrade and its hit box overlapped my provisioning station's hit box. The result was both stopped working which befuddled me to no end. As to visitors seeing my stuff as long as it works for me I have had no problems with it working for others but again I don't use EHT.

There was (still is?) a bug where items being placed in the home instance as it's being loaded can settle out of place and become unusable. That was most likely to happen when a crafting station (for example) was placed on a surface created by another furnishing item, such as a dock or floor. If the crafting station loaded first, it could drop a bit before the other item it stood on came in.

EHT added an automatic jiggle of the stations (lift and re-drop) to put them back on top of their standing surface, and that generally fixes the issue, but there are probably still situations where the order things load affects their interaction.

Play safe and put your stations on solid ground, and don't place anything too close to them.

The Elsweyr provisioning station is a little less finicky than other crafting stations and does accept SOME furnishings on top while still being useful.
What I wrote on the OP happened the first day the station became available on live and I was testing it. Which is not the point of my post. The point was that I had taken the offending furnishing off the provisioning station and the person who was visiting still saw it there.

On the second incident it was a training dummy. I wasn't showing my house, we were trying out techniques on the dummy. If one person can't see or interact with the dummy it becomes a big problem.

In neither case there were furnishings on the ground. Both the provisioning station and the training dummy were put down on solid ground.

Again: with the provisioning station I could interact while my visitor could not. We were both in front of it, I'd get a prompt to interact, they would not.
With the dummy 3 of us could see and interact. The fourth person couldn't. The 4 of us were in the same instance and could see each other.

Since you are using EHT it is in the middle of everything you do and see even when you use the native housing editor. I can see where a player not using EHT could get out of sync since they load the house object locations differently than you. For other players who are using EHT I am of the understanding they need a configuration file from you to see the house as you see it. It wouldn't surprise me that you would see the symptoms you describe if they were using an older file. Your comment about the player leaving your house then coming back and being able to see the dummy reinforces my opinion this is related to EHT synchronization. The only real way to prove it is to be able to reproduce it without EHT involved to see if it is a base game acts the same way or not.

The only data that needs to be shared with EHT relates to the FX, regular furnishings should be available for everyone to see
