Whisper/ Local chat not appearing

Neither my whispers or local chats show up, have put in tickets and nothing is seeming to fix, I've changed my character name and done all I can. This issue is only happening o one of my toons. In gamepad mode, if I go to the chat it shows up but not on the HUB. any ideas?

✭Have you checked the chat settings? You can get there by clicking in the gear in the upper right corner of the chat window. You might have turned the whisper and local chat channels off.
