If you'd like Zos to take notice, maybe a better description of what the issue actually is in detail aside from just your header.
More info, the better to help understand what the problem is.

That is literally the problem, you cant describe it better. Server crashed, suddenly everyone was able to do whatever with the guild. The end.
At who time did the PC-EU server crashed? I played a lot today, understood group finder was pretty much down, bad as I needed some of the quest on alts.
Yes mostly quested and farmed so no issues. But again finder was down again.
Umm, "when you say full ownership of guilds", I read that as "being given full GM privileges" to some players. As in, being able to bid on traders, kick/promote members, disband the guild, the whole thing. If this isn't the case, then you really need to specify what the issue is because at the moment it's very vague.

This. Also it was sometime yesterday, timestamp has changed to day stamp, but I was playing until a few minutes till midnight. So unless it happened at 11:56pm then it wasn't a server crash but a local one. You said pvp, was it Cyrodiil or BG?

Cyrodiil no CP campaign on PC EU had a full crash, not sure exactly when but before 23:00 CET. I was playing on EP when it happened. Everyone got disconnected, got back in mostly at the gates tho some apparently spawned elsewhere. We all went wtf, then we realized that one of our scrolls, which had been in Roe, somehow was back at our temple. Which shouldn't have happened but we didn't complain. And BRK which was about to fall to AD was still red, so it was fairly apparent that the Cyro server had crashed.
And this have happened at least once in the last 2 weeks when I've played, so it's not a single occurrence.
