Cleave won't progress (stuck)

I have had the ability 'Cleave' on my primary bar since it became available at around level 15 and it is stuck just below skill level 3 and has not moved since about level 20. I always make sure that the correct skill bar is selected when I receive experience. I have been monitoring it since I discovered the problem and it definitely is not progressing.
