Still an issue.... has been for years. You fixed the bow ult which had similar issues. Reduce the damage and make the skill instant cast until you can come up with a fix. The issue obviously lay in the cast time. All it takes is to be Sniped once and every skill you get hit afterwards from all sources doesn't register until you lean over. How this isn't the top priority of your team to fix it blows the mind. Fix it. Years... literal years.
