Help with "Attach Screenshot" checkbox

When submitting an issue/bug the "Attach Screenshot" checkbox doesn't allow me to browse to the screenshot. I've tried this on my Windows and Mac machines. At this point I'm guessing maybe it takes the last screenshot taken but there's no way to tell.

Is there something I'm missing here?
How do I know that my screenshot/logs are being uploaded containing the issues in question?
