Short-tusk world boss in Deshaan is often buggy

I chain kill world bosses when I have nothing better to do and noticed that this world boss is often bugged. Sometimes it doesn't move anymore until it's dead. I think- I am not sure - that it happens right after he channels his ground attack, with a cone red danger zone on the ground. If you move away on the its side, he won't move again.

I have seen that too. At first I thought it had agro'd on my pet but after the pet died it just stayed there & I could burn it down without being attacked. I don't remember seeing the cone attack on the ground before it froze but I might have missed it.
