Sprint Cost Question

Hello,

I'm tinkering with builds in the UESP editor and I became curious about sprint speed. For the character I'm looking at now, the cost is 464. Is that the stam consumed per second while sprinting? Every 2 seconds?

Based on some in-game testing, it appears to be per ONE second.
