No am just someone whos been put on an time out from game due to use of the flip the Bird emote and i cant see how this is any better or different from it so that opens the door to be placed on another time out if reported for use of this one

If you harass somebody by stalking them and playing any emote or memento over and over for a substantial amount of time, then yes you're probably risking disciplinary action.

A single emote reaction is enough to get the point across to a total stranger. But read the room first. Friday night waiting for the luxury vendor is far more casual and silly than most PVP encounters. Consider the emotions you can't read. Somebody could be sick or just gotten fired or broken up with and could absolutely take a taunt more personally than they usually would.

I wasn't following them they was trying to take my flags at crops and i wasn't letting them ok maybe an few times i followed them into pothole to kill them but they shouldn't had ran away 😆 😆 😆
