Why 32 bit launcher for updates/patches?

Why do we have to open the 32 bit launcher to receive updates? Is ESO still running in 32 bits?

✭✭✭✭The Mac launcher was updated to 64 bit when the new Mac OS was released (because Mac no longer support 32 bit applications).
It felt like ZOS had had to be dragged kicking and screaming into 64-bit0 -
Tatanko✭✭✭✭They haven't said this explicitly, but I would imagine the PC launcher will be updated to 64-bit in Q1 alongside the changes to the update "process". They had no choice but to update the Mac launcher, but are probably in no rush to update the PC launcher while they're already in the middle of overhauling it towards much more significant changes.2
