I would prefer ESO to fix weapons like these first before introducing more weapons.

Personally, I don't see the point. There are already at least a few weapons that are currently not viable anyway. If they can't find a use for maces, mauls, swords and ice staves, I'd say they should work on making the current weapons viable before adding more.
I could see adding new weapon skills for the existing weapons or maybe new weapon lines that incorporate the current pool of weapons, but adding new weapons is just too much effort for the returns from a development point of view.
Not true a one handed skill line (like they orgiionally planned to put in) would not need any new motiffs animations can be easily modified from exsisting ones and a offhand like a rune would not need a look or can be very simple.
Magicka need more than staff and a one handed magic/stamina skill line would do wonders.
