✭✭✭✭They are, but they don't want you hoarding thousands of them for numerous reasons. They're intended to be consumed on the spot.
I suspect the contents are triggered by some unique identifier attached to the container, even before opening. It also effectively limits the chances of certain drops, because they can control (and monitor) how many of a certain spawn will occur based on the number of containers out there.
On a more interesting note, certain containers, such as Mystery Reward Boxes, can produce items from new content *(new, as in did not yet exist when the box dropped), provided you haven't peaked inside previously.
They're just on their not-to-do list. Siege, excessive mats, even potion stacks beyond 200 are not things they're going to give up freely anytime soon.

✭✭✭✭There may also be a way to prevent errors. For example when uncracked geodes containing transmute crystals could stack, opening one would open multiple or even the whole stack, causing some of the crystals to be lost. Most dragon dropped containers only have low value items in them, some outright trash, and if you open them at once you will save a lot of space, by selling those to NPC, and only keeping the valuable stuff like motif pages or blueprints.Beta tester since February 2014, played ESO-TU October 2015 - August 2022, currently on an extended break

They don't stack because their contents are determined when you open them.
Imagine opening a 3-item box when you have only 1 open inventory slot remaining. You take out one item, then you have to close the box while you make room to loot the other items.
If that box returned to a "stack" of unopened boxes, you'd have an infinite-loot generator. Just sell/bank/decon one item, open the box again, get a new roll on determining the contents...
So each box has to be its own item, with either a list of previously-determined contents, or a "contents not generated yet" flag.0 -
