Event ticket not dropping in N Elsweyr

PC-NA. I've been doing both south and north every day, and today the N Elsweyr dragons did not drop the tickets for me. I had 3 in my bag to start, killed a N dragon, no drop. Hit S Elsweyr dragon, it dropped. Killed two more N. Elsweyr dragons, no drop. Anyone else experiencing this?
