equipped items showing up in deconstruction window!!!

I just made a new character and notice that every equipped item is showing up in the deconstruction windows. This is not how its been for the past few months on my main. What gives? is there some setting I forgot to apply to the new alt? I do not want items that are equipped to get deconstructed.
