Nirn on armor is cheap, but i am pretty sure it is easily outclassed by reinforced, especially on heavy armor.
Honestly, if you are nord, and wearing heavy armor, you are already very close to the cap, where more resists mean nothing, thats why meta is sturdy, with sometimes infused for more hp+resources on big pieces

What about a Champion 140 soon to be 160 Khajiit Tank?

Hmm interesting, thing is, tanking is less about tankiness and more about support once you reach a certain level of skill. And tbh normal dungeons, require nothing much. And when you reach 160 cp, and get proper armor (preferably supportive armor, more squishy so you get used to watching for heavy attacks) you can go vet dungeons, which again, dont require much. Real tanks are forged in fire :3 now for vet dlc get the buffiest armor you can ever find, cause first few runs it will be overwhelming how much you actually need to do to tank it.

You know, craft yourself something like torugs pact+something that looks fun for starter armor, just make sure it is heavy and you are good to go

Sturdy. 28-32% block cost reduction is VERY noticeable.

I usually do sturdy on small pieces, infused on large and block reduction glyphs on my jewelry. With the heavy armor and volatile armor/ice fortress my resistances are near max.

No good tank has any of these traits for resistance purposes. Go with infused and sturdy or all sturdy. Sometimes well fitted but let me tell you one thing. Resistance is not everything. Very rarely I go even close to 30k and I main or off tank all end game trials.

Technique and knowledge is way more important than how much resistance you're boasting.
