[Suggestion] A free local costume in a new zone

TL DR: I get local costumes - Orsimer, Argonian, etc. when I already don't need them. Can we change this? Can we get 1 free local costume at the start of a new zone - Elsweyr, Morrowind, etc?
Costumes are a vital part of RP and atmospheric gameplay. Yet what I get is always a frustration.
Once I need a costume, it is... not in the Crown Store.
OR it will be available in the end of some zone quest.
OR will be available on completing some zone super-achievement
OR it will be back in a Crown Crate - it's ok for me, but noone knows when!
Now please let me explain something: I need a Dunmer costume when I START a Morrowind zone. I need a Khajiit costume when I GO TO Elsweyr. NOT AFTER I did everything possible in Morrowind, Elsweyr, Wrothgar or etc.
Where can we get costumes now:
- Crown Store. It is a kind of joke today. I want to pay for male Dunmer costumes, but... Not a single one is in store. Why?! It should have all of them at once! At least 1 male and 1 female for each zone!
- Chapter/DLC/Dungeon/Event/Whatever else FREE achievements and collectables. Again, a joke. Orsimer costumes after I... completed Wrothgar quests? Well, I left Wrothgar so I don't have use for them.
- ESO+ rewards. Random things, and I'm grateful we have them at all. Not to be discussed - at least by me.
I guess that's all. You can say^ you have a ton of motifs to create outfits. YES. And I do create a special outfit for every zone. BUT when in a city I want to wear something non-combat, really.
SOLUTIONS:
- can we get 1 free local costume at the start of a new zone - Elsweyr, Morrowind, etc.? Just as we get Thieves Guild o Dark Brotherhood one? A couple of simple quests, and here you are - look local?
- can we get 1 male and 1 female costume for each zone in a Crown Store premanently?

The Traveling Merchant costume was available on the store shortly after the chapter released IIRC (or maybe it was after Scalebreaker). I bought it when it showed up for one of my EU accounts, have had it quite a while now.
Also the Fisherfolk costume was a daily reward at some point this fall (again IIRC). You have to really keep an eye out. I tend to go through the costume section in the store at least once a day.0 -

Well, I didn’t say that there were no Elsweyr costumes available for Crowns. The traveling merchant wasn’t the look I was hoping for and neither would have fisherfolk (although I think that must have been earlier in the year as I’ve logged in every day since starting in mid July). I specifically want any of the lovely skirt/dress outfits many of the female Khajiit in Elsweyr wear as I really like the look and it would be a great fit for two of my characters. This is part of the problem with the available costumes NEVER rotating and only one or two additional costumes being available each month.

✭✭✭✭✭Hmm. I haven't spent much time in Elsweyr yet, so apparently haven't noticed those dresses. It took ZOS over a year to release the Summerset dresses, so maybe they'll get to the Elsweyr ones sometime next year.

Oh, I hope so! Sorry, I didn’t mean to steer things off topic! I do agree with OP that costumes in line with the region or our role going into it would be welcome! Those would indeed make sense as introductory rewards while pets or other rewards would work just as well upon completing a questline. I just couldn’t help but think, yes, I want that so much, I would even pay for it!
