Just for your information, a lot of players don’t recommend Steam ... due to past issues. You’ll find a good many topics on it if you do a forums search.
There are no account transfers between platforms (e.g. from Xbox or PS4).

Kinda confusing, So I own the game and all expansions but have a new computer and have not redownloaded my game. I was thinking of going with steam because all my other games are steam games. So can I buy the steam version with the expansions and then just login to my old account. or do I need to download the whole game and intstall it and then download again on steam. The whole reason I want steam is so the game is in the steam folder.

I don't think having it on your computer matters. What matters is weather you want to keep using a preexisting ESO account through Steam.
