I know theres an event on and I know you can get daily tickets but how do you start daily quests to get them?

Regarding Northern n Southern Elsweyr daily quests:

a) There are three types of daily repeatable quests in Northern Elsweyr. Nisuzi and Ri'hirr at the Job Broker's tent in Rimmen give out the Bounty and Exploratory quests, and Battlereeve Tanerline gives out Dragon World Events quests.

b) To get Southern Elsweyr daily quests you need to do the main quest a bit in order to unlock them.
Once the Dragonguard Sanctum is unlocked you can pick up daily quests from Dirge Truptor n Chizbari the Chipper.

Quests required to unlock the Dragonguard Sanctum:
1) The Dragon's Lair: Investigate a Dragon's lair off the coast of Senchal.
2) Reformation: Convince the crew of the Perfect Pounce to join the Dragonguard.

Northern Elsweyr dragon dailies from Archmage Whatsherface in Rimmen

Southern Elsweyr dragon dailies from Chipper Cat in the Dragonguard fortress. Note you need to complete the initial story quest to activate this (I know, shocking, game content locked behind ‘doing the game’ requirements).

You don’t need either quest to kill dragons and get Event tickets.

You don't need to do a quest, the tickets are included in the drops from the first dragon you kill in each Elseweyr map. (Once per day.)

The only reason for the quest is that it will show the general areas of the map where dragons appear, so people who haven't fought them before or never worried about finding them will know where to go. There's no story to it, it's literally "You're asked to kill a dragon, this is where they are. You've killed a dragon, go here to pick up your random sack of materials."

I did it on a level 17 character who had never been to Elseweyr before, just used the wayshrine to get there then rode out to where I remembered a dragon spawning and waited for one to appear.

You do not need the quests at all, just kill a dragon,
so travel to a friend/guildmate,use the wayshire that is open (if you have access to the zone) grab the starter quest - crown store or collections

once it the zone if you do really want to do daily quests ask someone to share (fastest way to find the right NPC is at hand-in)
