I don't get why I can't install this game. I've tried through steam and through bethesda and its the same thing with both. I've tried all of the solutions I've been able to come across and nothing seems to fix it. I tried to put in a ticket but I can't put in a tech support ticket with out a Game Consultant file, which I cannot provide since I can't install.

The help FAQ linked below has troubleshooting you can follow to help you get the ESO launcher installed successfully.

Why am I getting the error "Unable to execute the desired program. Please get another copy of the installer and try again" when I'm trying to install the ESO launcher?

As for submitting a ticket, you can replace the game consultant with a DxDiag report to get the ticket started if the troubleshooting above does not help.
