You can do the dungeons on normal, so not too bad.
And the Dragons are currently being Zerged, so the hardest part is getting a hit in.

I'm not sure where you've seen this to judge whether there is a typo or not. As far as I can tell there hasn't been any additional information on the event given yet. However, if nothing has changed from the PTS patch notes when the event was tested, there is no actual need to do a dungeon.

It's not multiple actions to get the same ticket drop. Instead of tickets dropping in pairs like they do for others events you get them individually; so a total of 2 tickets per day but for 2 different actions.
What's unclear is whether that has to be 1 open-world dragon and 1 dungeon or if it could be 1 Northern Elseweyr dragon and 1 Southern Elseweyr dragon.
Why, why do they insist on being so mysterious when it comes to events?
