El Capitan 10.11.6, Crash when Launcher "Play" is pressed

I like to play ESO when I'm away from home for any length of time. I keep this laptop up to date. It's been a year between uses so I let the app update itself automatically yesterday.
Now it won't allow me to play, press "Play" from Launcher App and I get the following error.

seems like a library is not in the expected location ? log from OSX shows a .lib has moved ?
Just updated yesterday (many hours download), haven't played on this laptop in a while.

    There may be an issue with the launcher itself preventing the game from starting. You can try reinstalling the ESO launcher on your Mac by following the steps below.
    1. Open Finder.
    2. Go to Applications.
    3. Look for and delete the Zenimax Online folder. The Launcher folder will be under the main ZOS folder.

    Once you have deleted the folder, download the ESO Launcher from your account management page here to reinstall it. You can do this by logging in to your account on our website and clicking the Download Game button on the page for your appropriate platform.

    I forgot to mention that I have ESO installed on a USB stick and have run it from there in the past. Not enough space on internal HD.
    I see that the installer bug that blocked changing drives for installation and seeing the new drives free space has been fixed.
    I tried copying an installation from a working iMac (10.13) but I get error saying that the app won't run on OSX 10.11 and requires 10.13.

    I tried a fresh installation on a new USB and it I get the launcher.app installed . This Launcher then loads but then stalls on a the screen that says "Loading..." Running the Launcher.app that was created in the empty USB folder I selected from the finder also just hangs with "Loading..."

    If I try to install on internal HD (with insufficient space, 75 GB) I get all the way to the main Launcher screen we all know and love which displays the menu bar <Account><Store><Support><Patch Notes> and has an "Install" button in the lower right of the panel. Pressing "Install" button results in panel declaring "DownloadError_NotEnoughSpace". This was expected.

    I've seen other posts on this external drive installation issue but I'm afraid that the target OS being 10.11 and not 10.13 may be holding me up. If I could just get the install to USB to work and NOT hang displaying "Loading...".
    Any ideas regarding installing to USB/memory card ?
