Now of course, even if the cost reduction percentages were additive with each other, there simply isn't enough to make skills cost nothing, since the flat cost reduction glyphs are first.

It was changed a few months ago (Scalebreaker maybe?) from additive to multiplicative. It was the same time they increased Worm from 4% to 5% and Seducer from 8% to 10%. Effectively it was a nerf to Light and Medium Armor, Breton/Redguard/Imperial races, and False Gods/VO sets.
