Mighty Glacier set doesn't proc on group members after change to major resolve/ward

As the title says, after the merge of major ward and major resolve, this set does not provide buffs anymore to 11 nearby group members in Cyrodiil when I use the DK noxious breath, which snares by the warmth passive. Doesn't work for group members either when I use other snare abilities (e.g. DK eruption). It oftentimes even doesn't proc for myself. Sorry, don't know how to capture the "non-proc" in a video...
