Out of map, can't get unstuck

I need technical support please.
It's for my friend, he can't send in-game tech support request, because he is getting booted from game in a few seconds when he logs in.
username is Wanderer_x and he is inside Obsidian Scar PD.
Problem is, mobs pushed him through the wall, and is now constantly falling. Game lets him most 10 seconds stay in, then he gets to main screen.
/stuck command doesn't help, porting to someone doesn't help, time is to short.
Need tech support to reset his position please to any safe point.

Thank you very much ZOS_BillE, you got it sorted, character was waiting at the door, no more to that place out of textures. Apreciate your prompt help a lot.
