Can you please check what happened to personal guilds?

Tabbard not wearable. Lots was in bank.

This is my friend's problem -he's trying to find other ways to solve it.

The forums are not the right place to be asking for this kind of help. Have them open a support ticket in-game.

Support tickets usually result in some semi-useful cookie cutter text, like a how-tow join or form a guild FAQ.

You are supposed to respond to the bot response and politely and clearly describe your woes again for the actual human.

That is normal. They try to close the tickets with an automated response. It's on you to reply to that, restate your issue clearly and work with them to solve the problem. I've had a few dealings with support and so far it's actually the part of ESO I feel most satisfied with.

About your friend's issue: is it possible they made dummy accounts for the purpose of getting a guild bank during the free event? It could have been considered an exploit and the guild deleted for that reason. I don't really see ZOS simply deleting guilds on a whim.
