That is normal. They try to close the tickets with an automated response. It's on you to reply to that, restate your issue clearly and work with them to solve the problem. I've had a few dealings with support and so far it's actually the part of ESO I feel most satisfied with.
About your friend's issue: is it possible they made dummy accounts for the purpose of getting a guild bank during the free event? It could have been considered an exploit and the guild deleted for that reason. I don't really see ZOS simply deleting guilds on a whim.0
