Guess, I missed the change. The last thing I remember is there was a scam scheme, when one should pay for each character doll cell in order to use it. And one is for free.

It should be that each character got a free outfit slot, but you can change that outfit as many times as you want (and can pay gold/tokens to change it). Additional slots so you can save created outfits were purchased per character.
If you can create unlimited outfit slots, that seems like a bug. -

✭Mighty Julianos... It seems, that all this time I got it wrong. All specific gear slots were available to customize right from the start, and Outfit Slots are for additional appearance presets.
