Where are you getting 28 from ?
I thought it was 4 monster styles - 2 pieces each ( head and Shoulder ), 8 in total

They won't do it.
At some point last year, some greed-infested higher up within $enimax decided to transform our in-game events into yet another ploy to manipulate players into the cash shop. They are not going to do anything that upsets this unless they have to. The entire point of making these limited time events and then introducing the event currency in the cash shop is to shove people into that cash shop. Players are supposed to feel pressured to buy their way to winning these limited time rewards. Because of that, there is no way they are going to lower the cost of the style pages.
First we need the abolishment of event tickets. Their existence is what has made our events yet another tool in the cash shop racket. Without cash shop even tickets, the greed motive falls away. And then they could lower the cost of the style pages. They still might not with that change, though, if the idea is for event items to feel special or to be a reward for active participants. I mean, that clearly isn't the intention now when you can buy your way to winning them, but it could be the point of it again.

This. I didn't buy a single Wyrd style page. Or Dremora page, for that matter. After a while, my guildies and I were just giving them away to each other by the handful.

I mean in the very best case, you start with 12 vouchers and spend them on style pages at 5 vouchers each = 2 style pages and two left over vouchers.
You then do a dungeon each day including the morning of the 18th and get 15 more vouchers = 3 style pages.
You also get 5 boxes from these dungeons and if you’re lucky each contains a weapon page = 5 more style pages
Then you go to the undaunted vendor and spend your 200 keys you have banked for 4 shoulder styles.
Then you grind out the 4 dungeons with helm drops until you get all 4 helm style pages.
This leaves you with 18 out of 28 pages, assuming you were lucky and had no duplicates in your drops and had everything line up perfectly (banked keys and vouchers, good RNG). To complete these sets you’ll either need to buy 48! event vouchers from the crown store (12,000 crowns) or go to guild traders and buy them with gold. Given the numbers above these things are going to be expensive in the traders.
This is really player unfriendly. I normally like to collect these things but this is just too much. I don’t want to spend my whole weekend grinding this when it is not even something the can be reasonably completed.
Hard pass. I’ll get a few and accept that I can’t have everything.

All 28 styles have been available at some point in the past year and a half, either in the game as dungeon rewards or as part of a crown store bundle. As the Opal variants cannot be dyed, mileage is going to vary.
The original Arms Pack bundles have to be in the crown store for the duration of the event. I'd say "should" but the rule is already clearly stated in the game.
