Remove Deserter Penalty

… Until you fix the bg queue. I just spent 20 min waiting for queue to pop only to have 2 groups of 4 wait on the 3rd grp's 3rd person, 5 min timer went out, the bg didn't close and we all had to leave manually and suffer a deserter penalty. It's pretty embarrassing to be having these issues 4 years in, at least you could mitigate the pain somewhat.
