The best thing I found to do when you have pictures is to reply to that email ZOS sends thanking you by attaching those pictures. It means that the team has something specific to look for rather than just blindly checking the chat.

Naming and shaming on the forums makes you feel better, but it's not actually taking effective or constructive action to address the problem.

Zos rarely does anything about these things unless it’s one of those moments they can’t ignore , like the multiple [snip] incidents that happened in game. Sounds like a troll but of course people always “troll” the same way because they’ll get away with it.
