Why doesn't the BG matchmaker prioritize low-member teams?

Each team must have at least 3 members for the match to start. However I usually find myself stuck in situations like 4-4-2 or 4-3-1 etc. Why doesn't the system fill the lacking group first?

CynicK✭✭✭Because it does not load to many players, now the loading screen is shorter but when I tried it did not load.
I hope they fix this I used to do at least 4 battelgrounds a day for months and I miss it.
