It's not just you. I cannot complete some of the writs because I need the recipes. After 6 hours of collecting Plunder Skulls, I've gotten exactly one. I am already irritated by this event and it's only day one. Buying them from guilds is not an option either, since I need my gold to buy the Exorcised Coven House. Also, it's really annoying that I can't do more than one writ at a time, or I would skip the ones I can't do yet and open others. Great event, Zos.
People are selling small quantities in guild stores of old and new witches fest foods. You can buy the foods to turn in with the writs. Offer the mats in zone and ask someone to craft ones you can't find.

Prices will probably drop lower, but I am fine spending 1 day of writ money on recipes.
I think the drop rates could be a little higher for a limited event. I must've farmed over a thousand purple plunders, and got only 1 new gold recipe and 1 writ. Event ends in a few days and it looks I'll just have to hope I can get enough gold to buy everything I want. I might as well just not play the event and buy the stuff at the end.
