In my experience the game cheats with this 7 sec immunity because hostile npc's can in some cases stun you multiple times within that time.

That's because mobs still disorient and disorient isn't counted as "CC" anymore since the patch they changed all of them to stuns, knockdown, or removed from skills.
The only problem is that PvE mobs still use it, guards in Cyrodiil still do it, and certain set combinations in the right conditions bug and do it as well. I'm still surprised it has not been changed by now, but eh...I guess...
Maybe it will be when people realize how to trigger bug in PvP on a massive scale...
