Anyone else experiencing MASSIVE Ping spike?

Have been experiencing noticeable ping spike since 9PM EDT yesterday on PC EU server, and this only got worse today after Dragonhold is released. Like every 5-10 minutes, it becomes extremely laggy for like 10-20 seconds then back to normal.
Also, same issue is happening on PTS right now. It does not seem to be my internet issue, as my upload/download speed is normal.
