Huge effort on creating a whole new town aside, the players helping out there, doing emotes and such made the whole scene feel alive, but with such low player capacity and the fact players got things to do other than staying in house doing emotes for hours, it's a rare thing to see. In most cases, houses especially the big ones, are quite dead inside
We have been asking NPCs in house for god knows how long, they don't even need to have real functionality, just NPC doing emotes, but nope

✭I am very impressed by that sushi restaurant. I'm pretty pissed, too, because I don't even understand what I see. Some furnitures I recognize, but many of them i'm just like "what the heck is that ? How did they even do it ?".

Yes! Allowing us to see our other characters is also a frequently asked feature..alas to no implementation, like all other housing features players are requesting0 -

✭I hope to see more furnishing elements from their world building kit before I see NPCs in houses, but it would be nice to have them. We have the services NPCs and a soulshriven "furnishing", so I don't see why we can't have farmers, smiths, bakers, etc[PC/EU] Tamriel Hero, Stormproof, Grand Master Crafter0 -

✭✭✭✭✭Whenever this one now does a little film of one of her properties yes she gathers the, very willing, kittens of Clan Claws to assist.
The kittens can't be home always though so yes the time has come for housing NPCs that could work in the manner of pets. They don't need to walk around - just occasionally wiggle and chase butterflies like the little pet cubs do.
A great part of the story of any property is how it used. It is very hard to tell that story without the life that placeable NPCs could bring.
