It is worth bearing in mind that some Achievements are recorded only for each character on which they are fulfilled. The Permanent Tenant Achievement, in particular, has never been recorded reliably or consistently. At least one of my 4 characters has entered each and every one of the "inn rooms" via its respective door. All of them contain at least one furnishing item. However, only the last two on the list are currently check-marked. Also, the one-room "apartment" which I bought in the Sisters of the Sands Inn, Sentinel, is not on that list at all.
Unfortunately, in my own experience, two things about playing TESO have been true:So, I sorrow to be the bearer of sad tidings. Naturally, I fervently hope against experience that these two things will eventually be no longer true. But after almost 5 years, clearly TESO is what it is, and it will never be what it could have become.
- The game system does not reliably maintain the integrity of the Achievements records, in particular, among others.
For example, I had to re-play almost all of the entire quest chain across the five zones of the Aldmeri Dominion to restore the title "Dominion Hero" to one of my characters -- after ZOS/Bethesda trashed his Quest Achievements. Also I had to re-play many other quests in Aklik'r Desert, Bangkorai, and Stormhaven to eventually complete the Cadwell's Gold achievement for that character, too. Frankly, I was surprised to find that I could re-play the necessary quests, and/or that enough quests remained available to satisfy the total number of quests required to be completed for each zone. Suffice it to say that I encountered some quirks while re-playing the same content, and only two quests remain uncompleted in Ghratwood.- The ZOS/Bethesda software developers and "maintainers" (if there are any of the latter) might eventually find the bug(s) which have caused the situation that you describe, and correct the problems. When they do, there might be a brief mention of it somewhere in the Patch Notes for the most recent "patch" or update release -- or maybe not.
However, that does not mean that any records which were corrupted will be restored or the data corrected. It only means that it might not ever happen again to some other player(s) -- or to your position in the game after you have repeated the actions necessary to fulfill an Achievement yet again. The Support staff is of no assistance, and, in my experience, also will not advise you to re-play the game to fulfill the requirements for the respective "former" Achievements. They are powerless, and seem afraid to say much which they could tell you -- but discretion is the better part of valor.
